Tier I: Basic Capacity

Tier I represents basic site infrastructure capacity supporting the IT environment. The facility has dedicated power and cooling infrastructure, but maintenance or failures in capacity or distribution systems can require a site shutdown or interrupt operations.

This level can suit workloads where the business accepts a greater level of infrastructure interruption in exchange for a simpler facility design.

Tier II: Redundant Capacity Components

Tier II adds redundant capacity components to improve resilience compared with Tier I. Examples can include additional UPS modules, generators, pumps or cooling equipment depending on the system design.

The distribution path can still create an interruption, and site-wide shutdowns may still be needed for some maintenance activities.

Tier III: Concurrently Maintainable

Tier III is designed so that each capacity component and distribution path can be removed from service on a planned basis for maintenance or replacement without shutting down the critical IT environment.

Concurrent maintainability is an important operational advantage because planned infrastructure work does not have to become planned IT downtime. The site can still remain exposed to certain failures or operating errors.

Tier IV: Fault Tolerant

Tier IV adds fault tolerance to the concurrently maintainable approach. The topology uses independent and physically isolated systems so that a single infrastructure failure or distribution-path interruption does not affect the critical environment.

This level requires more infrastructure, design discipline and operational rigor, and it is intended for organizations whose business requirements justify that resilience.

Certification versus marketing labels

The Tier classifications are defined by Uptime Institute, and formal Tier Certification is issued through its certification program. Describing a facility informally as Tier III-like or Tier IV-ready is not the same as holding an Uptime Institute certification.

When comparing facilities, buyers should look beyond the Tier label and understand the certification status, design scope, operational practices, network resilience and the specific service-level commitments that apply to their workload.
